The Tory MLA from Steinbach is calling for changes to policy when transporting high-risk patients.

Kelvin Goertzen made the call after a man who killed his stepmother escaped custody while being escorted to the Health Sciences Centre Wednesday for a psychiatric assessment.  23-year-old Earl Joey Wiebe was found not criminally responsible due to a mental disorder.  Goertzen says the escorts who brought Wiebe to his appointment are not to blame.  He says Wiebe was not in any kind of restraints and outran the escorts.  Goertzen wants to know why a high-risk offender was brought into the public without restraints.  He says things have to change and is calling on Manitoba's new Justice Minister, Dave Chomiak, to act immediately.  Meantime, if you should happen to meet up with Wiebe, police say to avoid him and call 911 right away.
