Manitoba's Children's Advocate says services for children in foster care should be extended until age 21.
Billie Schibler says these children often drop out of school, are homeless, and suffer from depression. She says they are not suggesting the program be extended across the board because all youth develop differently however some will have greater needs than others.  In a 97 page report, Schibler says a policy should be developed to give foster children more life skills, so they can become as independent as possible.
