Manitoba’s police watchdog has wrapped up its investigation involving an RCMP officer who allegedly operated a motor vehicle while impaired by alcohol. The incident happened in June of last year, near Niverville.

On June 12th, RCMP notified the Independent Investigation Unit (IIU) of an allegation that on June 9th, an RCMP officer was alleged to have operated a motor vehicle while his ability to do so was impaired by alcohol.

The IIU interviewed seven RCMP witness officers and reviewed the witness officers’ notes. The IIU also reviewed audio recordings of the dispatch, a screenshot of the original text message sent by the subject officer, photographs of the Approved Screening Device test result, which provided a warning reading respecting the range of the subject’s blood alcohol level, and related reports and narratives.

Following completion of the investigation, the civilian director forwarded the file to the Manitoba Prosecution Service (MPS). The director requested a review and opinion on whether any Criminal Code or other provincial statutory offences would be authorized against the subject officer. MPS advised that this matter did not meet the prosecution-charging standard, and accordingly, MPS would not authorize any Criminal Code or any provincial statutory offences against the subject officer.

The IIU investigation is now complete and the matter is closed.
