A Provincial Government Minister says the NDP plans to hold a fall session of the Manitoba Legislature. Intergovernmental Affairs Minister Scott Smith says delaying tactics by the opposition parties in spring broke the spirit of an all-party agreement.  That deal laid out a timetable for legislative sessions.  Smith says the Doer Government will arrange the session on its own terms and will resume business likely in November.  Opposition members fear the fall session will be short,  cutting time needed to debate important issues like health care.
