Flood waters west of Morris.

Manitoba Infrastructure has downgraded the flood potential along the Roseau River. It has been lowered from a flood warning to a flood watch between Gardenton and Provincial Road 218, as water levels are beginning to slowly decline.

Along the Red River, forecasters continue to call for flood waters just above 2006 spring levels for areas between Emerson and St. Jean, and just below 2006 spring levels for areas north of St. Jean.

Since Monday, levels along the Red have gone up seven inches at Emerson. The expected crest there is between April 18th and 21st.

At Morris, the Red River rose four inches since Monday. It is expected to crest there between April 22nd and 25th. Manitoba Infrastructure continues construction of a ramped closure on Highway 75 on the north side of Morris as part of efforts to keep the highway open for as long as possible. The peak water level on the Red River at Morris will determine the need for a closure over the next few days.

At Ste. Agathe, the Red has climbed about three inches since Monday. It is expected to crest there between April 23rd and 25th. For Ste. Agathe, forecasters are expecting the river to peak at between 768.37 and 769.69 feet. By comparison, it reached 771.29 feet in 2006 and 764.84 feet in 2019.

There are still seven road closures in the Rural Municipality of Ritchot. They are the LaSalle Bridge on Waverley, Crown Valley Road at Provincial Road 200, Courchaine Rd Between PR 200 and Turnbull Drive, Alarie Road Between PR 200 and Crystal Springs, Levesque Road at PR 305, Prefontaine Road from PR 200 to Sood and Meyers Road from PR 200 to Red River.

A ramped closure on the north side of St. Adolphe at PR 200 is in place. The highway ditches on the south end have been filled in to prevent water from backing up into town. Provincial authorities have placed a 4 foot berm across the north dike. This berm is ramped allowing vehicles to cross overtop.

Meanwhile, according to the North Dakota Department of Transportation, a portion of the I-29 remains closed in North Dakota. Both the northbound and southbound lanes of the I-29 have been closed from the Manvel Exit to the Grafton Exit due to water over the road.

At Pembina, the Red River is expected to crest on Sunday at a level that is about 19 inches higher than last year.
