As of August 1st all grain companies will have to be licensed or exempted by the Canadian Grain Commission.  Companies that will be exempt include those not buying grain from farmers, feed mills, and seed cleaning plants only handling seed.  Chief Commissioner Chris Hamblin says by mandating licensing, producers will have an increased level of protection if a business goes bankrupt.  By becoming licensed, a grain handling company must provide a security to the Commission which is dispersed to growers in the event of a business failure.
Hamblin notes the response so far from companies has been positive.  Approximately 100 companies have been identified as needing to become licensed.  Hamblin notes a majority of those have begun the process.
